Actually, there is no relationship between the base and the height of a rectangle. They are mutually exclusive elements!
Perhaps you have omitted something from your question, such as:
Write an algebraic expression that shows the relationship between the base and the height FOR A GIVEN PERIMETER, P.
If this is so, then you can write:
{{{P = 2b+2h}}} ...and if you want this in terms of the base, b, then...
{{{b = (P/2)-h}}} or, in terms of h...
