Multiply thru the 2nd equation by 2 to get:
6x  - 9y  = 13.5

Add to get:
5y = -2.5
y = -5
----------------------
Substitute into 7y-3x= -8 to solve for "x":
7*-5 - 3x = -8
-35 - 3x = -8
3x = -27
x = -9
