Sorry, but you are going to have to share the entire problem.  There is no general rule for determining what you ask.  The answer would be specific to each problem of the type.

Once you have the equations established, it doesn't make any difference at all which one is "first."  For example, the solution to the system:

*[tex \LARGE \ \ \ \ \ \ \ \ \ \ 2x - 3y = 8]


is exactly the same as the solution to:


*[tex \LARGE \ \ \ \ \ \ \ \ \ \ 2x - 3y = 8]
*[tex \LARGE \ \ \ \ \ \ \ \ \ \ x + y = 6]
