c= 3b = 3(a-3)
d= a+2
a+b+c+d= -4

solution:
a+(a-3)+3(a-3)+(a+2) = -4
a + a -3 +3a -9 + a + 2 = -4
6a -10 = -4
6a = 6
a =1

then 
b= 1-3 = -2
c= 3b = 3(-2) = -6
d= a+2 = 1+2=3

so polynomial is:
1x^3 -2x^2 -6x +3   or x^3-2x^2-6x+3
