well since I cant see the accompanying graph, kind of hard to help you with that. Take a look at your graph at 90% and 95% levels and see what the cost is at those levels(these will be approximate values since you are taking them from the graph)

looks like it begins to skyrocket....as you can see from 99.5 to 99.9 the cost increase by 5 times.
