 please answer my question: write an equation of the line that passes through (-5,3) and is perpendicular to the x-axis in slope-intercept form

Perpendicular to the x-axis is parallel to the y-axis, or vertical.
That means x is constant, regardless of the the value of y.
--> x = 5
There is no slope-intercept form possible, unless you make it
0y = -x + 5
