ok the equation to use when you have a point and the slope is the point slope form. so we begin with that and they want the end result in slope intercept form
slop intercept form is y=mx+b where m is the slope and b is the y intercept
:
point slope form is y-k=m(x-h) where m is the slope and (h,k) is a point on the line
1.) y-3=8(x-0)---->y-3=8x---->{{{highlight(y=8x+3)}}}

2.) if the slope really is 2.8 I will plug that in if its 28 just plug that in everywhere you see 2.8.  by the way ordered pairs dont have a point to seperate the numbers it is a comma like our point in this problem would b(0,-3) not 
(0.-3).
