A vertical line means that it is parallel to y axis. This means that for that line the value of y will increase or decrease i.e value of y will vary but the value of x will be the same. Suppose a vertical line passes through x =4 then for all the points on that line, x coordinate will always be 4 and y coordinate will change......

Now in our case the line is paralled to vertical line x =5. This means line is parallel to a line for which the value of x is fixed that is 5. This means the all the points that lie on that line will have x coordinate as 5 and the y will be varying.....
Now parallel lines means that the distance between the two lines is always same and they dont meet....so a line parallel to a vertical line will also be vertical.......since this line passes through (-4,2)...and is vertical...this means that x coordinate for all the points on this line will be same that is -4.....
so the equation of the line will be x = -4
Just draw the graph of a vertical line...and mark (x,y) points on it...that will help u in understanding...ne doubt jus buzz me :-)
