can somebody tell me if i'm right! i have to express my answer in slope-intercept form.
Perpendicular to the line 5y+2x=7 and containing the point (3,0).

You got the slope correct.  But you should use the 
point-slope form:

{{{y-y[1]=m(x-x[1])}}}

with {{{m=5/2}}}, {{{x[1]=3}}}, {{{y[1]=0}}}

{{{y-0=(5/2)(x-3)}}}

{{{y=(5/2)x-15/2}}}
