Original perimeter +8 =new perimeter, or

2x+2x+8+8=4x+2x+4  collect like terms
4x+16=6x+4 subtract 4x and also 4 from each side
4x-4x+16-4=6x-4x+4-4  collect like terms again
12=2x divide each side by 2
