Now if he gets a 40% discount, then he has to pay 60% (x-0.40x) of the list price for diamonds.  So the equation we need to solve is:

0.60x+$250<=$1450 subtract $250 from each side
0.60x+$250-$250<=$1450-$250  collect like terms
0.60x<=$1200  divide each side by 0.60
x<=$2000-----------------------------------price range (list price) that he can afford
