how many 2/3's are "in 1" means how many times 2/3 can be divided into 1.

Anything divided into 1 is the inverse of what's divided into 1.  So there are 1/(2/3)s.  That's = 3/2.

3/2 is one and a half.  If you add 2/3 and half of 2/3, you get 3/3, which is 1.  So it's right.
