{{{abs(y+9) = 3}}} Remove the absolute-value bars and write the two equations:
{{{y+9 = 3}}} or {{{y+9 = -3}}} Now solve each of these.
{{{y+9 = 3}}} Subtract 9 from both sides.
{{{y = -6}}} or
{{{y+9 = -3}}} Subtract 9 from both sides.
{{{y = -12}}} 
In case you really did mean X, then just replace the y with X.
