The line has the form y=mx+b where "m" is the slope.
Substitute m=1/4; x=-5; y=-2 to get the following:
-2=(1/4)(-5)+b
-2=(-5/4)+b
Add 5/4 to both sides to get the following:
b=-3/4
So the equation is y=(1/4)x+(-3/4)
