First isolate the variable of {{{3x<2x-3}}}.  Get {{{x<-3}}}.  Then draw the graph of {{{x=-3}}}.  Make sure to dot the line. Then shade everything to the left of the line.  This shows that x can be anything up to -3, but not -3. Because that's where you draw the line.
