In my opinion here, the more widgets you're getting, the lower the price for each. In the 1st situation, you had 6 widgets that cost $15. That's $2.50 each widget. In the 2nd situation, you had 20 widgets for only $22, that shows you're paying only $1.10 for each ($22/20). 
You see the difference, you add on another 14 widgets (6+14=20), it only cost you $7 more.($15+$7=$22).
From that theory alone, 14 widgets = $7.00. Or $0.50/widget, Very good deal!
Based on that, 25 widgets will cost you $24.50.------ $22+(5pcs*$0.50/pc)
It make sense, the more you're getting, your cost is getting lower.
6 widgets = $15
20 widgets = $22
25 widgets = $24.50  (based on the calculation above)
