The easiest way (although not the only way) to solve this system is by elimination and substitution.


Multiply the first equation by -1.5.  You will get -3x + 4.5y = 52.5.  Now, add this new equation to the second equation so that we can eliminate x and then solve for y.
(-3x+4.5y=52.5) + (3x-2y=-5) yields 2.5y=47.5.  Solving for y we get y=19.
Now, substitute 19 for y in either of the original equations and solve for x.
2x-3y=-35 becomes 2x-3(19)=-35.  Solving for x we get x=11.
