to get the y intercept set x = 0 and solve for y your answer will be (0,y)
y=3-0    (0,3) for y intercept in this case
          to get the x intercept set y = 0 and solve for x your answer (x,0)
0=4x+3
-3=-4x
3/4=x     (3/4,0) is your x intercept

plot these two points on your graph.  Then use your slope -4/1 (rise over run)
