If the system 

4x - 6y = 4
24x - 8y = -1
is to be solved using the addition method, by what constant should one of the equations be multiplied if the x terms are to drop out?

Multiply the 1st equation by -6 so it will look like the following:
-24x + 36y = -24
---------
Now when you add that equation to 24x-8y=-1 you should notice 
that you get no x terms.
That allows you to solve for y.
