I am unsure how to solve {{{x^2/y^-2}}} when only using positive
:
To make a negative exponent positive, just write the reciprocal of it
{{{x^2/y^-2)}}} = x^2 * y^2
;

Let x=2; y=3: and 
on a good calc enter: 2^2/3^-2 = 36
then enter: 2^2 * 3^2 = 36
