x-1 = -3
x-1+1 = -3+1
x = -2

Replace every x with -2
f(x-1)=2x+3
f(-2-1)=2(-2)+3
f(-3)=2(-2)+3
f(-3)=-4+3
f(-3)=-1

So the answer is D) -1
