Start with 1000. Count up by ones

1001 is the first whole number larger than 1000. The digits are NOT all different
1002 is the same story
1003 same
etc etc
...
...
until you reach the number 1023

The number 1023 is the smallest number larger than 1000 such that all 4 digits are different.

We can clearly see at this point the units or ones digit is 3


Note: you can forget about counting by ones and just play around with the four digits 0,1,2,3 and see which combination yields something larger than 1000 and is the smallest of that group.
