First graph the line y=3x-1.
Find two points.
When x=0,y=-1
When x=1,y=3%281%29-1=3-1=2
Plot the points, draw the line between them.

Now choose a point not on the line.
Test the inequality.
If true, shade the region containing (0,0).
If false, shade the other region.
(0,0) is convenient.

False, so shade the region that doesn't include (0,0).
