If  90%  of some quantity is  63,  this means that

90%2F100.x = 63     (by the definition of percentage).

Then  x = %2863%2A100%29%2F90 = %2863%2A10%29%2F9 = 7%2A10 = 70.

So,  the quantity is  70.

10%  of  70  is  10%2F100.70 = 1%2F10.70 = 7.
