70% of 2 liters is 1.4 liters of acid. Once you make the 50% mix, you will have 1.4 liters of acid, and you must have 1.4 liters of water. But in the 2 liters of 70% solution, you already have 0.3 times 2L = 0.6 liters of water, hence, you must add 0.8 liters of water.
