x decreases 64%, leaving 36% of x.

For a 64% decrease in x, we get a 40% decrease in the square root of x.
So when y varies directly as the square root of x, for a 64% decrease in x we have a 40% decrease in y.

If x=100 then sqrt(x)=10, decreases by 64%, x=36 and sqrt(x)=6
Before, sqrt(x)=10, after sqrt(x)=6, a 40% decrease.
