Dividing by a fraction is the same as multiplying by its reciprocal,
%284%2F9%29%2F%28-9%2F7%29=%284%2F9%29%28-7%2F9%29=-28%2F81<--- Multiplication correction in the denominator
You also left out the negative sign.

4/9 divided by (-9/7)
Invert the divisor (-9/7) and multiply.
= (4/9)*(-7/9)
= -28/81
