Minute hand is in position of  270°.

Hour hand is in position of half way between

90+%2B+4%2A%28360%2F12%29 deg = 90+%2B+4%2A30 deg = 90+%2B+120 deg = 210° and

90+%2B+3%2A%28360%2F12%29 deg = 90+%2B+3%2A30 deg = 90+%2B+90 deg = 180°,

i.e.  it is in the position of 195°.

The difference is  270° - 195° = 75°.

ANSWER.  At 8:30 the angle between the minute hand and hour is  75°.
