I suspect you mean 'De Morgan's Laws'. Yes, it matters.

Let represent "the store has a bathroom". Then represents "the store does not have a bathroom". Let represent "the park has a skating rink". Then represents "the park does not have a skating rink". Then we can represent the statement: "The store does not have a bathroom or the park does not have a skating rink" by . Then using De Morgan we can say , which can then be translated back to "It is not the case that the store has a bathroom and the park has a skating rink."
