What are the steps to fulfill this question. I've made a table for x and y coordinates. I plotted the graph to prove the graph opens upward. Am I missing something? Is there something I should be doing with the formula f(x)=ax^2+1/2x+c?

You are correct. The leading coefficient is 1, which is a positive number. Whenever the leading coefficient is positive, the graph opens upward.
