I understand 318/100 , but the answer is 3 and 19/100 why is that? How is this the answer? I don't get it please help me understand why!

I think you have a typographical error:
318%2F100=300%2F100%2B18%2F100=3%2B18%2F100=3%2B9%2F50
The 19/100 should be 18/100 or 318% should be 319%
