27 000 - 18 000 = 9 000

You can put this solution on YOUR website! Assuming you have 4 tires on the vehicle.
Each is good for 18000km before it wears out.
You'll have to change all four at 18000km.
So yes 4 is the correct number of spares, although you might want to keep at least 1 more for unexpected problems.
