I tried
27 000 - 18 000 = 9 000
So then you would need 4 spare new tyres - but I think I have misunderstood the question.

Assuming you have 4 tires on the vehicle.
Each is good for 18000km before it wears out.
You'll have to change all four at 18000km.
So yes 4 is the correct number of spares, although you might want to keep at least 1 more for unexpected problems.
