Question 980547: The bar graph shows the number who were unemployed in the city during the first two months of 1997 and 1998. How many more workers were unemployed in February 1998 then in February 1997. It shows a graph with the number of workers in February 1997 being 7 and 1998 being 8. What confused me is above the chart it says # of workers in the 1000s. And the difference would only be 1 worker and the question says round to the nearest 500 workers.

The 1000 is treated as part of the units. 7 for 1997 means 7 thousand workers; and 8 for 1998 means 8 thousand workers. The difference is not "1 worker".
