Increase of 10% means 10% over the ORIGINAL amount, or 10% of 90, which is 9.
A decrease of 10% is a decrease from the ORIGINAL amount. If you decrease 99 10%, you get 89.1. This means you can't go back and forth with the same result but only deal with where you start from.
