perpendicular to the line -4x+5y= -23; containing the point (-3,7)
I think it would be -5x+4y=-13 but I could be mistaken.

The first line is y=(4/5)x -(23/5)
The second line MUST have a slope of (-5/4)
point slope formula
y-7=(-5/4)(x+3)
y=(-5x/4)+3
