There are two ways of doing this problem by elimination or substitution.
I am going to do it as elimination.
x - 6y = 4
3x - 18y = 4
We have to set the problem up to where we are able to elimnate y in order to solve this problem and we do that by multipling -3 times the first equation.
-3(x - 6y =4)
-3x + 18y = -12
Now we are able to elimnate y.

-3x + 18y = -12
3x - 18y = 4
The only problem here is that x and y is elimnated.
0=4
This problem does not have a solution because as you can see the x and y cancels out. So your answer will be no solution.
