RT=J for relating rate, time, job quantity.
The rate of a group of agents all doing the same job is the sum of their individual rates, or for n agents which each work at r rate, the combined rate is nr.
Solve for n.

That is a system of two equations in two unknown variables. The first equation lets you solve for r. The second equation lets you use r to find n, the number of gardeners.
You can put this solution on YOUR website! 14G : 220 T : 3D = xG : 170 T : 5D
case 1 : rate / gardener = 220 / (14 X 3)
case 2 : rate / gardener = 170 / ( x X 5)
both the rates are equal
220 / (14 X 3 ) = 170 / (x X 5)
x = 6.49 round it to 7
so x = 7 Gardeners
