I have no idea how to even begin this question because the notes I was given (I do correspondence work at home) don't even mention base 10 logarithms.

Base 10 is the default base. If no other base is given, it's base 10.
The Log button on calculators does base 10.

For log%287%2C151%29 use the base change formula:
log%287%2C151%29+=+log%28151%29%2Flog%287%29
=~ 2.578

The log is the exponent.
--> 7%5E2.578+=150.89 (not 151 due to round-off error)
