There are 100 cm in a meter. Between 10cm and 25cm represents 15 cm (25-10 = 15). If you are including the "10cm" mark point, then add 1. So you'll have 15+1 = 16. Divide the two values:


16/100 = 4/25 = 0.16 = 16%


So you have a 16% chance


Edit: If you exclude both "10cm" and "25cm", then yes the answer is 14/100 = 7/50 = 0.14 = 14%
