Scully travels at 68 mph.
Distance covered by Mulder between 8:30 AM and 9:00 AM=Distance covered by Mulder in 0.5 hours=65/2=32.5 miles.
Let them meet after a time 't' hours.
We have
Distance=Speed*time
Distance covered by Mulder between 8:30 AM and 9:00 AM+Distance covered by Mulder=Distance covered by Scully
32.5+65t=68t
3t=32.5
t=32.5/3=10.8333 hours=10 hours 50 minutes
Scully will catch up with Mulder by 7:50 PM i.e. after 10 hours 50 minutes.
