You have only enough information to account for the cost.
You expect only whole number solutions for (a,p), so you are able to find several or the few possible solutions for the equation. The equation is in slope-intercept form.
Reading points from the graph may be a little difficult but you can check through picking and computing a to p. Two very obvious possibilities are a=0, a=7, and a=14. These correspond to (0,10), (7,5), (14,0). Those are the ONLY acceptable solutions.
