It's the vertex of the parabola, at t = -b/2a
t = -4/-16 = 1/4 second
s(1/4) = 1 + 1 - 1/2 = 1.5 units (feet?)

Had it started at ground level, the distance up would equal the distance falling, but it was 1 ft AGL, so 1 had to be subtracted.
