(1/10)/(1/4) THE FRACTION IN THE DENOMINATOR MUST BE INVERTED & THEN YOU MULTIPLY THE TWO FRACTIONS THUS:
(1/10)(4/1)=4/10=2/5=.4 ANSWER.
