I think that shows a 50% reduction the first year, plus an additional reductions (50%*50% the second year bringing the total reduction over 2 years of 75%.

after 1 year: 0.5x complaints = 50% of x
after 2 years: 0.5^2x = 0.25x complaints = 25% of x
after 3 years: 0.5^3x = 0.125x complaints = 12.5% of x
