(4x+6)/(2x+3)
= 2(2x+3)/(2x+3)
= 2 (x <> -3/2)

I assume you mean sqrt[(4x+6)/(2x+3)]

Multiply numerator and denominator by sqrt(2x+3) to get::
= (2(2x+3))*sqrt(2x+3)/(2x+3)

= 2*sqrt(2x+3)
