There isn't anything you can do to simplify, so I'm not sure what the teacher wants you to do here.

Edit: I guess you could break up the fraction and simplify like so

%284x%5E2%2B3y%29%2F%282x%29

%284x%5E2%29%2F%282x%29%2B%283y%29%2F%282x%29

2x%2B%283y%29%2F%282x%29

But honestly, it's not much of a simplification (if it is at all).
