Why? How do we count objects? You could also ask, why do we count how many telephone numbers are saved as whole numbers. Think what "discrete" means. Think what "continuous" means.

Why is the variable “number of saved telephone numbers on a person’s phone” classified as a discrete variable?
A quantitative variable with possible values of only+specific+points on a scale is called a discrete variable.
For example, a family might have 3 children or 4 children, but could not have 3.534 children.
using same logic in your case we can say:
a person can save 5 telephone numbers, but cannot save 5.5 telephone numbers
