an equation for it is: 135-%28x%2F100%29135=83
solve for x
135-%28135x%2F100%29=83
135-83=135x%2F100
52=135x%2F100
52%2A100=135x
5200%2F135=x
x=38.52% or 38.52%2F100
check:
regular price is $135
