Remember if you have something like x%5E-2 the negative exponent tells you to invert the base, so it becomes 1%2Fx%5E2

So that means %28-3x%29%5E-2 becomes 1%2F%28-3x%29%5E2. Now square the denominator to get 1%2F9x%5E2
