"log" means "exponent" or "power"

log27x=2/3
You are told "the exponent or power is 2/3"
You are also told that is 27 which has this exponent
Then you are told the result of applying that exponent of 27 is "x".

So the exponential form of your problem is:
27^(2/3) = x
To solve this problem rewrite 27 as 3^3 to get:
[3^3]^(2/3) = x
Multiply the exponents to get:
x = 3^2
Simplify to get:
x = 9
